The Council of the County of Allegheny hereby enacts as follows:

Section 1.
The following transfer is approved as follows:
34. Transfer $250,000.00 from the General Contingency to the Office of Property Assessment - Property Assessment Board - Contracted Services. This transfer is requested to cover shortfall in hearing officer expense. Transfer from Index Code 574004, Sub-Object 8801 TO Index Code 809194, Sub-Object 3314.
This expense projection is based on 67,780 residential appeals and 4,777 commercial appeals as of 08/05/02. The daily pay rates for individuals involved are:
Residential hearing officers (HO) $200.00
Case Reviewers $250.00
Commercial Hearing Officers (HO) $275.00
OPA currently schedules 700 residential hearings per day at the County Office Building and 150 per day at the community sites. OPA schedules between 20 and 50 commercial hearings per day depending on the dollar value of the properties and the HO's available. Twenty-two residential HO's, 5 case reviewers and 3-5 commercial HO's are scheduled each day in the County Office Building. Six residential HO's and one case reviewer are scheduled each day at community hearing sites. As of 08/05/02, OPA schedules hearings 30-45 days in advance and have a 3.2% withdrawal rate, a 3.8% postponement rate, and a 25.7% dismissed rate. Unfortunately scheduling of personnel must be done ahead of time. Withdrawals and postponements happen up to the last minute and while the percentage of dismissals can be projected it is never known until the specific scheduled time whether someone is going to show up or not. Therefore, you must be ready to handle the appellant assuming they will be there.
