A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, advocating the implementation of an Employee Recognition Program to recognize one Allegheny County employee on a quarterly basis for his or her distinguished performance and significant contribution to public service.

WHEREAS, employee performance and retention are strongly linked to consistent, appropriate positive reinforcement of behaviors that promote the organization's goals; and

WHEREAS, in a 2005 poll, workers rated intangible rewards, such as praise or recognition, as extremely important; and

WHEREAS, research findings show that recognition programs, when linked to the organization's values and goals, can create a culture of recognition that enhances employee engagement, performance and retention; and

WHEREAS, employee recognition is key to addressing the demographic, economic and generational challenges that all employers face in retaining and motivating employees in the 21st century; and

WHEREAS, Council is in favor of recognizing employee contributions and supports the implementation of an Employee Recognition Program for Allegheny County;

The Council of the County of Allegheny hereby resolves as follows:

Section 1. Council hereby requests that the County Manager, in cooperation with Allegheny County Council and the Department of Human Resources, formulate a policy concerning the creation of an Employee Recognition Program in order to recognize one County employee per quarter for his or her distinguished performance and significant contribution to public service. At a minimum, such policy should allow for the public identification of each employee selected for recognition on the County's website.

Section 2. Council further encourages all employers throughout the County to also recognize employees for exemplary service.
