An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the razing of vandalized and unsafe structure in Harrison Hills Parks and South Park

Whereas, Section 701.06 (A) of the Administrative Code provides that the County may raze or demolish of any County-owned Buildings in a manner approved by Ordinance; and
Whereas, the County is the owner of a deteriorating vandalized building in Harrison Hills Park known as The Ekas Homestead, a barn on McConkey Road in South Park and an abandoned house behind the Round Barn on Corrigan Drive in South Park; and
Whereas, the aforementioned County property has reached an age and condition where it is a hazard and liability; and
Whereas, the Director of the Allegheny County Parks Department has requested that the building be removed or demolished; and
Whereas, the Controller has determined that the aforementioned buildings have no value and are a liability in their present condition; and
Whereas, the local fire company desires to participate in a training exercise utilizing the Ekas homestead structure as a controlled burn.
The Council of the County of Allegheny hereby enacts as follows:
Section 1. Incorporation of Preamble
The provisions set forth in the preamble to this Ordinance are incorporated by reference in their entirety herein.
Section 2. Authorization to Raze or Demolish The Ekas Homestead in Harrison
Hills Park
A. Pursuant to Section 701.06(A) of the Administrative Code, County Council does hereby authorize the Director of the Allegheny County Parks Department or his designee to take whatever action necessary to accomplish the demolition, razing or destruction by controlled burn or otherwise of the buildings in Harrison Hills Park known as The Ekas Homestead, the barn on McConkey Road in South Park and the house behind the Round Barn on Corrigan Drive.
