Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the County administration to enter into discussions regarding the joint cooperation of Allegheny County and other units of government in connection with the upcoming G-20 summit, to be held in Pittsburgh on September 24-25, 2009, and providing for the adoption of an ordinance to enter into intergovernmental cooperation agreements pursuant to the Intergovernmental Cooperation Act, 53 P.S. § 2301 et. seq.

WHEREAS, the Intergovernmental Cooperation Act. 53 P.S. §2301 et. seq., provides that two or more municipalities may jointly cooperate in the exercise of or performance of their respective governmental functions, powers, or responsibilities, when both bodies pass an ordinance to that effect; and
WHEREAS, on September 24-25, 2009, the G-20 summit will be held in the City of Pittsburgh, and it is anticipated that the preparation for and conduct of the summit will place demands on the County's public safety, legal, and other services; and
WHEREAS, the final nature of these demands is not yet known, nor have planning or funding arrangements for the summit been completed; and
WHEREAS, it is the judgment of Council that short term intergovernmental cooperation agreements may be necessary or desirable in connection with providing services for the G-20 summit; and
WHEREAS, it is the desire of Council to provide explicit authorization for the Executive to enter discussions regarding any agreement(s) that might be necessary for the County to provide or receive services and/or reimbursement for services rendered in connection with the G-20 summit;
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1.
