Motion expressing the Sense of Council of Allegheny County requesting that the Oversight Board and Act 47 Team meet with representatives of this Council to talk about the direction their members are going, provide an opportunity for members of Council to discuss our own concerns, including the budgetary impact of any decisions upon this County, and to become more involved in the process.

WHEREAS, County Council members participated in the City-County Summit and subsequent Working Groups to identify areas in which the City and County to cooperate that would be mutually beneficial to both entities; and
WHEREAS, the reports of the Working Groups were provided to the Oversight Board, the Act 47 Team, Mayor Tom Murphy, Chief Executive Dan Onorato, and Governor Ed Rendell to provide recommendations as to where cost savings may be found and where there was consensus between the City and County; and
WHEREAS, while there has been no response to the recommendations put forth from the City-County Summit, there have been numerous reports about recommendations and remarks by members of these entities that reference the involvement of the County; and
WHEREAS, such involvement will undoubtedly have budget ramifications that this Council will need to be aware of, involved in, and approving of as the County's budgetary powers lie with this Council; and
WHEREAS, it is imperative that County Council be part of the discussion of any decision relative to merger, consolidation, or sharing of services between the City and County because of its role in the budget process, as well as its role as the representative body of all County residents;
