This Certificate of Recognition is presented to the graduates of the Local Government Academy's 2007-2008 Newly Elected Officials Course (NEOC). The NEOC is held following every local election and its scope and content make it unique to Pennsylvania. The 2007-2008course ran from November through the beginning of March and covered a multitude of topics such as the extent and limitations of municipal power, citizen communications, open meetings/open records, municipal finance, public personnel administration, public safety, planning, zoning, and community development, intergovernmental cooperation, and ethics. Allegheny County Council wishes to congratulate and recognize you as you graduate from this distinguished program and we commend you on your commitment to lifelong learning and professional development.
