An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the grant of permanent and temporary easements and/or rights of way to the Pennsylvania Turnpike Commission over, under and across County owned property leased to the Allegheny County Airport Authority at Pittsburgh International Airport sufficient to accommodate the construction, operation and maintenance of the Findlay Connector and the construction and/or reconstruction of new and existing entrance and exit ramps to and from the Findlay Connector to S.R. 0060.

WHEREAS, the County of Allegheny (hereinafter referred to as "County") owns certain property in Findlay Township and Moon Township known as Pittsburgh International Airport (hereinafter referred to as "PIT"); and
WHEREAS, the County transferred its interest in PIT to the Allegheny County Airport Authority (hereinafter referred to as "Authority") pursuant to the "Airport Operation Management and Transfer Agreement and Lease" (hereinafter referred to as the "Transfer Agreement") dated September 16, 1999; and
WHEREAS, The Pennsylvania Turnpike Commission (hereinafter the "Commission") is charged by legislation to build a project known as the Mon-Fayette Expressway/Southern Beltway; and
WHEREAS, a portion of the that project connects S.R. 0060 with S.R.0022 and is known as the Findlay Connector (the "Connector"); and
WHEREAS, 196.44 acres, more or less, of property at PIT is needed and necessary for the construction of the Connector; and
WHEREAS, the Commission needs temporary use of PIT property for the construction of the Connector and permanent easements thereafter to accommodate the operation and maintenance of the Connector; and
WHEREAS, Article IV, Section 2.K of the Allegheny County Home Rule Charter vests the County's Council with the power and duty by ordinance to lease or permit the use of land owned by the County.
