Proclamation congratulating Chloe Kondrich for winning the 2015 Health Care Heroes Volunteer Award.

WHEREAS, on September 9, 2015 at the Omni William Penn in Pittsburgh, Pennsylvania, 12-year-old Chloe Kondrich was honored with the 2015 Health Care Heroes Award for her volunteerism and advocacy for the value, acceptance and inclusion of people with Down syndrome; and
WHEREAS, in May 2003, Chloe was born with Down syndrome, the most frequently occurring chromosomal condition and leading cause of cognitive and developmental delays in the United States; and
WHEREAS, having met many political luminaries, Chloe has gained a celebrity status of her own in government circles, and her presence has helped put a face on policies that affect special needs children in Pennsylvania and the nation; and
WHEREAS, on July 18, 2014, the Pennsylvania Down Syndrome Prenatal Education Act, or “Chloe’s Law,” was signed into law by then-Governor Tom Corbett. The law requires health care practitioners to provide parents with accurate educational information after a prenatal Down syndrome diagnosis; and
WHEREAS, through the vision and hard work of Chloe, individuals with Down syndrome are becoming increasingly integrated into society and community organizations, such as school, health care systems, work forces, and social and recreational activities;
NOW, THEREFORE, BE IT RESOLVED that Allegheny County Council does hereby honor Chloe Kondrich for earning the 2015 Health Care Heroes Volunteer Award. Allegheny County, our community and citizens wish to recognize Chloe Kondrich for her joy of life, her family, and friends, her generosity and her “can-do” spirit, serving as an inspiration to all.
