This Certificate of Recognition is awarded to Mr. John Mascio, Chief Clerk of Allegheny County Council, for being asked by the International Institute of Municipal Clerks to represent the Commonwealth of Pennsylvania at their 61st Annual Conference in New Orleans, Louisiana from May 22-May 26, 2007.  Mr. Mascio has been a member of the International Institute of Municipal Clerks since November 1996.  He has exercised leadership in establishing the professional precepts of the organization through his interest in progressive responsible government, involvement in public administration, moral dedication to the highest standards of ethics, and his commitment to professional development in the field of municipal government.  Mr. Mascio has been called upon daily to serve as the historian of Allegheny County Council and his work demands versatility, alertness, accuracy and no end of patience.  We congratulate Mr. Mascio for being named by the IIMC to represent Pennsylvania and we commend his dedication and commitment to serving the residents of Allegheny County.
