An Ordinance directing the establishment of a Free Cell Phone Parking Zone at Greater Pittsburgh International Airport.

WHEREAS, although since 1999, Greater Pittsburgh International Airport has been managed on behalf of Allegheny County by the Allegheny County Airport Authority, Allegheny County retains ownership of the property upon which Greater Pittsburgh International Airport is placed; and
WHEREAS, Airport property is currently patrolled by the Allegheny County Police; and
WHEREAS, due to security concerns, the Federal Aviation Administration has promulgated rules that prohibit individuals to park or idle their vehicles curbside at airport terminals; and
WHEREAS, this rule has created the need for individuals who are meeting friends or family members whose arrivals have been delayed at Greater Pittsburgh International Airport to circle the airport or park on highway shoulders or in other areas not designed as parking areas as they attempt to gain access to information regarding revised arrival times, often by cell phone; and
WHEREAS, this increase in vehicle traffic, driver cell phone use, and parking in inappropriate areas has created a significant safety hazard for individuals traveling to and from the airport facility by car or other motor vehicle, and has led to inefficient use of the airport's access roadways; and
WHERAS, Allegheny County Council wishes to mitigate this safety hazard by creating a paved area a safe distance from the terminal facilities to function as a free, short term waiting area;
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1.
No later than 90 days from the effective date of this Ordinance, the Allegheny County Department of Public Works shall pave an area with access to the roadways serving the terminals at Greater Pittsburgh International Airport and large enough to accommodate fifty parking stalls.
