An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing Western Pennsylvania Police Athletic League (WPAL) to continue to use real property at 718 Center Road in Plum Borough in the County’s Boyce Park to conduct organized boxing and fitness training activities.

Whereas, for more than four decades, Western Pennsylvania Police Athletic League, a 501c3 non-profit organization, has had exclusive use of the first floor of a two-story structure at 718 Center Road in Plum Borough in the County’s Boyce Park for the purpose of conducting organized boxing and fitness training activities; and

Whereas, the first floor of the building shall continue to be used as a boxing center where volunteer coaches oversee weekly training sessions within the rules of USA Boxing and WPAL parent organization, National Police Athletic League (NPAL).

Whereas, Western PAL has been dedicated to fostering positive relationships between law enforcement and youth through recreational, educational, and mentoring programs as well as providing opportunities that inspire leadership, academic excellence, and personal growth for young people of all races, genders, ethnicities, and backgrounds; and

Whereas, in addition to providing basic daily maintenance and upkeep, the Western Pennsylvania Police Athletic League will continue to furnish all training equipment; and

Whereas, Western Pennsylvania Police Athletic League. has had exclusive use of County-owned real property in the County’s Boyce Park for many years and wishes to continue to use the structure without interruption; and

Whereas, County Council believes that permitting Western Pennsylvania Police Athletic League to use a portion of the designated structure in the County’s Boyce Park for boxing and fitness activities will benefit the citizens of Allegheny County; and

Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power and duty by ...
