Proclamation congratulating Lieutenant Howard Kifer upon the occasion of his retirement after 34 years of dedicated service to the Glassport Police Department.

WHEREAS, Mr. Howard Kifer joined the Glassport Police Department on March 4, 1982 as a part-time police officer; he became a full-time officer on July 16, 1995 and served as the Chief of Police from June 2003 to July 2014 and as a Lieutenant from August 2014 until his retirement on July 29, 2016; and
WHEREAS, Mr. Kifer served in the U.S. Marine Corps from June 27, 1967 until his honorable discharge on November 21, 1969; and
WHEREAS, Mr. Kifer is a volunteer firefighter with Citizen’s Hose Company No. 1 and has provided training in CPR as an American Red Cross certified instructor; and
WHEREAS, Mr. Kifer is actively involved in the community; he has trained his dog Shadow as a Service Therapy Dog and together they visit veterans at Veteran’s Administration Hospitals, senior citizens at the Kane Regional Centers, participants of various church and ministry events, children in pre-school and elementary school, and during Glassport Borough’s Fun to Be a Kid Day;
NOW, THEREFORE, BE IT RESOLVED that the Allegheny County Council does hereby congratulate Mr. Howard Kifer upon the occasion of his retirement and we thank him for his 34 years of dedicated service to the residents of Glassport, and we wish him well in his future endeavors.
