Motion of the Council of Allegheny County to establish a means of convening a working group, with representation from the Executive and Legislative branches of County of Allegheny, to analyze and work toward a cooperative solution to the issue of tax exemptions for nonprofit entities.

The working group shall be convened by the Executive and Council, and shall be charged with:  (1) determining the impact upon Allegheny County's tax base of exemptions from taxation extended to nonprofit entities; (2) identifying strengths and weaknesses in the current system of exempting nonprofit entities from property taxation; (3) recommending alterations that could be made to the current system of exemptions that recognize the unique position of nonprofit entities within the community while minimizing the deleterious impacts of expansive exemption systems; and (4) investigating potential alternative revenue sources, including but not limited to naming rights and payments in lieu of taxes.

 

Council's delegation to the working group shall consist of six (6) seated Members of Allegheny County Council to be chosen by the President of Council no later than December 31, 2009.  The President may opt to appoint any seated Member without the consent of the full Council, provided that at least two (2) appointees are affiliated with each political party having representation on the Council.

 

NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY

 

That Council shall appoint representatives to a working group as established herein.  Council's appointees shall work cooperatively with representatives chosen by the Chief Executive to the end of analyzing and working toward a cooperative solution to the issue of tax exemptions for nonprofit entities.
