WHEREAS, the Allegheny County Administrative Code provides for a Personnel System which includes a commitment to employee development for the improvement of County employees' effectiveness; and

WHEREAS, the Community College of Allegheny County, supported by Allegheny County, has a mission of making quality education affordable and accessible to the community, providing leadership in workforce training, and supporting the economic development of the region; and

WHEREAS, the Community College of Allegheny County has a goal of providing access to education without the limits of time, place, and distance through career programs that meet the needs of students and employers and foster partnerships for economic development in the region, preparing our community to succeed in the global economy; and

WHEREAS, offering 170 programs on four campuses and seven neighborhood centers, Community College's flexible schedules, including online courses, make it the largest provider of educational services in western Pennsylvania and an appropriate and convenient provider of employee development resources;

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1.

Article 1009, § 1009.05 is amended by adding a new subsection A as follows:

1009.05. Employee development.

The Human Resources Director shall foster and develop programs for the improvement of employee development and effectiveness. The funds needed to support such programs shall be recommended in the balanced annual operating budget for the Human Resources Division. The recommended policy on employee development shall include guidelines for participation in such programs.
