Proclamation congratulating Ms. Ruth Byrd-Smith for being honored by the U.S. Small Business Administration as the 2006 Minority Small Business Champion of the Year for the Pittsburgh District, the Commonwealth of Pennsylvania, and the Mid-Atlantic Region.

WHEREAS, Allegheny County is blessed to have individuals, such as Ms. Ruth Byrd- Smith, that display exemplary leadership. As Director of the Allegheny County Department of Minority, Women and Disadvantaged Business Enterprise she strives to help people that are willing to take risks and work hard in pursuit of the American dream; and
WHEREAS, the U.S. Small Business Administration (SBA) named Ms. Byrd-Smith as the 2006 Minority Small Business Champion of the Year for the Pittsburgh District, the Commonwealth of Pennsylvania, and the Mid-Atlantic Region, otherwise known as Region III which includes Pennsylvania, Delaware, Maryland, Washington, D.C., Virginia and West Virginia; and
WHEREAS, a panel of judges selected her as an outstanding small business advocate who understands the issues of importance to new and growing minority small business owners. She was noted for consistently providing support at the community level and for her efforts to support minority small business growth and the U.S. economy; and
WHEREAS, on May 17, 2006, Ms. Byrd-Smith will be honored at the SBA Pittsburgh District Office awards ceremony, and she also received a special invitation to attend the U.S. Small Business Administration's two-day conference in Washington, D.C., from April 12-13, 2006, which will celebrate the achievements of America's small business owners;
NOW, THEREFORE BE IT RESOLVED, that Allegheny County Council hereby congratulates Director Ruth Byrd-Smith for being named the U.S. Small Business Administration's 2006 Minority Small Business Champion of the Year.
