Title: Motion Expressing the Sense of Council of Allegheny County that the currently proposed State Drug and Alcohol Programs appropriations for fiscal year 2003-04 and the Human Services Development Fund are extremely unreasonable and will result in the undo hardships to thousands of residents of Allegheny County. We wish to express our deep concern to the Governor and the State Legislature about the current status of appropriations.

Motion Expressing the Sense of Council of Allegheny County that the currently proposed State Drug and Alcohol Programs appropriations for fiscal year 2003-04 and the Human Services Development Fund are extremely unreasonable and will result in the undo hardships to thousands of residents of Allegheny County.  We wish to express our deep concern to the Governor and the State Legislature about the current status of appropriations.

Whereas, we advocate full restoration of the funds that were reduced in the Human Services Development Fund line item and a full restoration of the Act 152, Behavioral Health Initiative and Intergovernmental Transfer Funds; and 

 

Whereas, we encourage the Legislature and Governor to recognize that a RAND Corp. study has shown that $1 spent on treatment saved $7 in other costs, most noticeably costs incurred by the justice system, thus illustrating the proverb that an ounce of prevention is worth a pound of cure.

 

NOW THEREFORE, IT IS MOVED, AND IT IS THE SENSE OF THE COUNCIL OF ALLEGHENY COUNTY,

 

That the full restoration of these funds which are utilized for drug and alcohol treatment is essential to help meet the demand for treatment caused by the epidemic of addition in our communities as well as maintain the Commonwealth's eligibility for the additional federal funds available for treatment using vouchers.
