Motion expressing the Sense of Council of Allegheny County encouraging the Governor and General Assembly to pass House Bill 2575, legislation amending Act 11 of 2004, that would increase the size of the Intergovernmental Cooperation Authority Board by two members to provide diversity on the Board.

WHEREAS, Act 11 of 2004 created the Intergovernmental Cooperation Authority Act for Cities of the Second Class, creating an authority to assist the City of Pittsburgh in solving their budgetary and financial problems; and
WHEREAS, the Authority is governed by a five-member board consisting of five white men, providing no representation for African-Americans or women on the Oversight Board; and
WHEREAS, numerous state, county, and local elected officials and leaders have called for the expansion of the Oversight Board to allow for additional appointments that can be more representative of the City for which they are to make decisions; and
WHEREAS, one member will be appointed jointly by the President pro tempore of the Senate and the Speaker of the House of Representatives; one member will be appointed jointly by the Minority Leader of the Senate and the Minority Leader of the House of Representatives.
NOW THEREFORE, IT IS MOVED, AND IT IS THE SENSE OF THE COUNCIL OF ALLEGHENY COUNTY, that this Body encourages the Governor and General Assembly to pass House Bill 2575, legislation amending Act 11 of 2004, that would increase the size of the Intergovernmental Cooperation Authority Board by two members to provide diversity on the Board.
BE IT FURTHER MOVED that copies of this motion be transmitted to the Governor of the Commonwealth and the Members of the General Assembly from Allegheny County.
