Proclamation recognizing and honoring the late Ms. Gwen Elliott, former Commander of the City of Pittsburgh Police Department, for her impact on this community and its citizens.

WHEREAS, in 1976, Ms. Elliott was one of 12 women pioneers to join the City of Pittsburgh Police Department, and twenty years later, she was the only one of that group still on the job, rising through the ranks, first as Sergeant than as Commander; and
WHEREAS, she helped female cops by establishing a chapter of the International Association of Women Police and a support group for female officers; and
WHEREAS, during the latter half of her distinguished 26-year career, Ms. Elliott focused on missing persons and crimes against children, expanding the mission of her unit to include all aspects of domestic life; and
WHEREAS, in addition to her long and distinguished police career, Ms. Elliott founded a program called Gwen's Girls in 2002. She was moved by the plight of pregnant teens, and used a former convent on the North Side to house up to 16 young women sent there by the court system for medical care, emotional and spiritual support, and parenting and practical skills; and
WHEREAS, she was admired by all for her fairness and commitment to serving the entire community and that spirit of selfless service is her greatest legacy;
NOW, THEREFORE, BE IT RESOLVED that Allegheny County Council does hereby recognize the late Ms. Gwen Elliott for her impact on this community and its citizens. While we cannot hope to replace her, we can honor her memory by commending and emulating the spirit of her dedication.
