An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the razing of an unsafe structure in North Park.

Whereas, Section 701.06 (A) of the Administrative Code provides that the County may raze or demolish of any existing County buildings that may be no longer necessary for the carrying out of any of its functions in a manner approved by Ordinances; and
Whereas, the County is the owner of a deteriorating building located on Pearce Mill Road; and
Whereas, the aforementioned building has reached a condition where it is a hazard to the public and a potential source of liability to the County; and
Whereas, the Director of the Allegheny County Parks Department has recommended that the building should be demolished; and
Whereas, the Controller and Safety Officer has determined that the aforementioned structure has no value and is a liability in the present condition.
The Council of the County of Allegheny hereby enacts as follows:
Section 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
Section 2. Authorization to Raze or Demolish a facility in North Park.
Pursuant to Section 701.06 (A) of the Administrative Code, County Council does hereby authorize the Director of the Allegheny County Parks Department or his designee to take whatever action is necessary to accomplish the demolition, razing or destruction of the deteriorating building near the Rose Barn Facility on Pearce Mill Road in North Park.
Section 3. Other Actions Authorized.
The County Manager or his designee is authorized to take any and all further action necessary or proper to carry out the purpose of this Ordinance.
Section 4. Severability. If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be ...
