Resolution authorizing Inter-Departmental budget transfers 43 and 44.

The Council of the County of Allegheny hereby enacts as follows:
Section 1.
The following transfers are approved as follows:
43. Transfer $100,000.00 from the General Contingency to Office of Property Assessment - Property Assessment Administration - Contracted Services. Funding is requested to cover the expenses of hiring a contractor to assist OPA in completing the court ordered review of over 26,000 appeals of "M People" and to determine if new values should be placed on these parcels. The contractor will assist in reviewing hearing officer recommendations, Board findings and data characteristics which were changed by the hearing officer or Board. They will also review accuracy of the market value of the appealed property. This court order was presented to OPA subsequent to the 2002 budget preparation. The original targeted date for completion was November 15, 2002. Ten percent of this project has been completed to date. 44. Transfer $17,000.00 from the General Contingency to Office of Property Assessment - Property Assessment Administration - Contracted Services. Funding is requested to cover the expense of two temporary workers in supporting the "M People" review. This review has produced a large amount of data entry requirements that are needed to finalize values for the 2003 year for these 26,000 appeals. OPA has been forced to remove assessors from data collection and to reassign them to handle clerical requirements and answer incoming telephone inquiries. SECTION 2. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shal...
