Amending Article IV of the Rules of Council for Allegheny County Council through the creation of a new subsection (b.) of Section A.7, “Appointments”, in order to restrict membership to more than two boards of the Authorities or Agencies as enumerated within the Code so as to prevent conflicts and ensure the adequate attention to the boards for which members are appointed.
WHEREAS, the Rules of Allegheny County Council, as currently drafted, make no restrictions on the number of boards which appointees may serve, see Article IV, Rule A.7.; and
WHEREAS, it is interest of Council to provide for efficient and effective boards which exist to make recommendations and conduct vital business of the County; and
WHEREAS, persons serving multiple appointments to boards of County Authorities or Agencies may find themselves in conflicts of time and interest through their duties of service to a multitude of boards; and
WHEREAS, as Council has the authority to receive recommendations for appointments to Boards, Authorities and Commissions and other units of County Government made by the Chief Executive, it is the Council’s duty to vet those appointments appropriately; and
WHEREAS, it is the desire of Council to restrict membership to no more than two County Authorities or Agencies as enumerated in the Code, so as to prevent any such conflict;
NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,
That this Council hereby amends the Rules of Council as follows:

Authorities, Comissions, and other units of County government made by the Chief
Executive at a regularly scheduled meeting of Council. Recommendations shall be
