MOTION EXPRESSING THE SENSE OF COUNCIL OF ALLEGHENY COUNTY by indicating a formal declaration of Council’s intent to change the County’s existing annual property assessment system to a triennial property assessment system by the end of Fiscal Year 2002.

WHEREAS, the existing property assessment system in Allegheny County provides for a yearly countywide reassessment of properties; and
WHEREAS, Judge Stanton Wettick, in his decision of February 8, 2002 found that the County is permitted to conduct countywide reassessments every three years, rather than every year; and further stated that the County may use 2003 as a base year for 2004 and 2005 and use the 2002 assessed values for the 2003 values; and
WHEREAS, although previous legislative efforts that replaced the annual reassessment system with a triennial reassessment system have been vetoed, the Administration has introduced Ordinance 0733-02 to Council that provides for a triennial assessment and is currently being deliberated by the Administrative Services Committee; and
WHEREAS, it is the intent of the Administrative Services Committee to complete their deliberation of Ordinance 0733-02 and make a recommendation to the Full Council prior to the end of the year; and
WHEREAS, it is Council’s intent to implement a triennial assessment system prior to the end of 2002 in which the 2002 certified valuations will serve as the valuations for the 2003 base year as well as 2004 and 2005.
NOW THEREFORE, IT IS MOVED, AND IT IS THE SENSE OF THE COUNCIL OF ALLEGHENY COUNTY,
That this Council hereby does formally declare its intent to change the County’s existing annual property assessment system to a triennial property assessment system by the end of Fiscal Year 2002.
