A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, expressing support for the work that has been done in the preparation and furtherance of the North Hills Council of Governments' Stormwater Initiative Phase II by both the Council of Governments and all of the member municipalities.

WHEREAS, the Borough of Bradford Woods, the Township of Cranberry, the Borough of Etna, the Borough of Fox Chapel, the Borough of Franklin Park, the Township of Hampton, the Township of Indiana, the Township of Marshall, the Town of McCandless, the Borough of millale, the Township of O'Hara, the Township of Ohio, the Twonship of Pine, the Township of Reserve, the Township of Richland, the Township of Ross, the Township of Shaler, the Borough of Shaprsburg, the Township of West Deer, and the Borough of West View are members of the North Hills Council of Governments (NHCOG); and
WHEREAS, these municipalities have experienced severe flooding on numerous occasions, including the flash flood of May 30, 1986, the flash flood of May 31, 1987, and Tropical Storm Ivan in 2004; and
WHEREAS, area watersheds cross municipal boundaries and the flow of stormwater therein affects residents throughout the County; and
WHEREAS, managing the effects of stormwater is necessary for the protection of all of the County's residents, but is especially vital for those who live in areas prone to flooding; and
WHEREAS, the collective management of stormwater throughout the County will reduce risks to public safety and property; and
WHEREAS, an intergovernmental cooperation agreement has been prepared for participation by the municipalities in the NHCOG Stormwater Initiative Phase II;
