An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing Family Links Inc. to continue to use real property in the County’s Boyce Park for providing human services-related programs.

Whereas, Family Links, Inc currently has exclusive use of County-owned real property including a two-story structure and detached garage located at 720 Center Road, Plum, PA 15239 in the County’s Boyce Park; and
Whereas, Family Links has utilized the real property for many years to operate a Youth Emergency Shelter (YES) which provides temporary emergency group care for at-risk youth aged 13 to 21 years who are referred by Allegheny County Children, Youth and Families, surrounding counties, Juvenile Court, or other sources. The YES focuses on safety, comprehensive assessment, education, service planning, and family reunification; and
Whereas, Family Links, Inc wishes to continue the use of the designated property for these purposes without interruption; and
Whereas, County Council believes that permitting Family Links, Inc. to continue the use of the County-owned real property for these programs will inure to the benefit of the citizens of Allegheny County; and
Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power and duty by ordinance to lease or permit the use of County real property.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Authorization to permit the use of County Real Property
A. Allegheny County Council hereby approves the continued exclusive use of real property located at 720 Center Road, Plum, PA 15239 in the County’s Boyce Park by Family Links, Inc.
