Proclamation honoring William "Chip" Kirk, III on the occasion of his receipt of the Congressional Award Program's Gold Medal for community service, personal development, exploration and physical fitness.
Body
WHEREAS, the Congressional Award Program was established by Congress in 1979, and is the highest congressional award presented to youth in the United States; and
WHEREAS, the Congressional Award Program recognizes exceptional achievement in the areas of voluntary community service, personal development, exploration and physical fitness; and
WHEREAS, William "Chip" Kirk, III was one of only 242 young people in the country to earn a Congressional Award Program Gold Medal in 2005; and
WHEREAS, Mr. Kirk's award, presented on November 14, 2005, was the result of five years and over 800 hours of persistent and skilled dedication to the goals of the program; and
WHEREAS, in order to pursue the highest ideals of the program, Mr. Kirk contributed immeasurably to his community by becoming an emergency response team instructor, coordinating emergency response classes, and recruiting volunteers; and
WHEREAS, throughout his years of dedicated public service and other activities, Mr. Kirk was guided by the experience and wisdom of his parents, Cindy and William Kirk, Jr.; and
WHEREAS, Mr. Kirk was also guided by his mentor in the program, William Schofield, until he passed away in late 2004; and
NOW, THEREFORE BE IT RESOLVED, that Allegheny County Council recognizes and commends William "Chip" Kirk, III on his receipt of the Congressional Award Gold Medal. Mr. Kirk's profound dedication to his community and steadfast willingness to pursue his goals with grace, skill and persistence stand as tributes to the efforts and support of his parents, and as fitting honors to the legacy of Mr. Schofield.
