An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, amending the Administrative Code by providing for independent review and certification of fair market values.

Whereas, the original Administrative Code of Allegheny County (the “Code”) had created, at Chapter 205, a board known as the Property Assessment Oversight Board (“PAOB”); and

Whereas, the County repealed Chapter 205 of Code and disbanded the PAOB in its entirety by Ordinance No. 06-03; and

Whereas, the County deems it to be in the public interest to create an agency of the County, to be known as the Property Assessment Certification Board, which shall be charged with, among other things, providing for independent review and certification of fair market values of real property within the County for purposes of property assessment; and

Whereas, Article IV, Section 6 of the Allegheny County Home Rule Charter vests County Council with the power to adopt by ordinance, and amend as needed, an Administrative Code that provides for a complete plan of organization, departmental structure and operation of County government.

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1. Incorporation of Preamble.

The provisions set forth in the preamble to this Ordinance are incorporated by reference as set

forth in their entirety herein.

Section 2. Insertion of Article 205 of the Administrative Code.
A. Article 205 of the Administrative Code is inserted to read as follows:
§ 205.01 Property Assessment Certification Board Created
There is herby created as an agency of the County to become effective upon the effective date of this legislation, a Property Assessment Certification Board, hereinafter referred to as the “Board”.
