Motion of the Council of Allegheny County amending the Rules of Council for Allegheny County Council to provide for the availability of a copy of Robert's Rules of Order and the Rules of Council for each Council Member at every Regular Meeting.

NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,

 

That this Council hereby amends the Rules of Council as follows:

 

ARTICLE II.                                          MEETINGS.

L.                     Conduct of Business

 

1.                     The Clerk shall place a copy of the current edition of Robert's Rules of Order and an updated copy of the Rules of Allegheny County Council in front of each Member prior to the start of all Regular Meetings.

 

12.                     The Clerk shall read the titles of ordinances, resolutions, and motions contained on the agenda and announce all decisions of the County Council.

 

23.                     The Clerk shall publicly acknowledge that correspondence accompanying a veto by the Chief Executive of a previously approved bill has been received and will publicly acknowledge any ordinance or resolution that has been previously approved by Council but not returned within seven (7) days by the Chief Executive, or returned unsigned.

 

34.                     The President or Presiding Officer shall decide all questions of order without debate.  Any ruling by the President or Presiding Officer may be overruled by a motion approved by a majority of the members present.
