Motion of the Council of Allegheny County amending the Rules of Council for Allegheny County Council to provide for the presentation of proclamations and certificates one hour prior to the start of Council's Regular Meeting.

NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,

 

That this Council hereby amends the Rules of Council as follows:

C.                     Regular Meetings

 

Council shall establish the time, place, and conditions of its regular meetings and shall publish the schedule prior to the beginning of the year.  Deviations from the published schedule shall require twenty-four (24) hour public notice.  Section 307 of the Administrative Code provides that regular meetings of Council shall be held at least twice in each calendar month in separate weeks unless otherwise provided by ordinance.  Council may, by ordinance, adopt a different schedule.

 

1.                     Presentation Ceremony.  The presentation of proclamations and certificates appearing on any Regular Meeting agenda shall begin one hour before, and shall conclude no later than, the scheduled start time for such Regular Meeting.  A quorum need not be present for the presentation of any proclamation, nor shall verbatim minutes of any Presentation Ceremony be required, although action minutes shall be required and the ceremony shall be open to the public.  All proclamations appearing on the agenda, whether presented or not, shall be read into the record by the Clerk during the Regular Meeting.
