TITLE
A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, recommending that the Board of the Allegheny County Housing Authority adopt and enforce stricter policies and procedures to ensure that property owners/landlords participating in any official subsidized Section 8 reimbursement program pay any and all outstanding real estate property taxes; or, in the alternative, that the property owner/landlord are prohibited from participating in the program, as required by Federal law.
BODY
WHEREAS, the County of Allegheny through the independent Office of the County Treasurer is required by law to collect current and delinquent real estate taxes on all real property throughout the county; and
WHEREAS, the Treasurer obtained a computerized listing of all participating Section 8 landlords/properties from the Allegheny County Housing Authority (ACHA) (outside the City of Pittsburgh); and
WHEREAS, Section 8 landlords/properties are identified as participating in and/or receiving partial or full monthly rent subsidies from the Federal and/or State Governments; and
WHEREAS, the Treasurer has reviewed said listing containing nearly 6,000 individual Section 8 properties and has identified and tabulated nearly 500 said properties that are delinquent and remain unpaid according to official county records; and
WHEREAS, these approximately 500 said properties and respective landlords/owners owe, as of this date, an approximate $250,000.00 in current and delinquent real estate taxes to the County; and
WHEREAS, the County, through its Treasurer, wishes to collect full payment on all current and delinquent real estate taxes throughout the County, including those property owners who receive rental subsidies vouchers, and recommends immediate action by the ACHA to enforce such collection activities to generate said payment(s).
