An Ordinance amending the Allegheny County Code of Ordinances, Division 1, entitled "Administrative Code," Section 5-203.04, entitled "Authority meetings, agendas and minutes," in order to clarify the requirement for the submission of agendas and minutes by the County's various authorities.

WHEREAS, section 5-203.04 if the Administrative Code of Allegheny County requires that copies of agendas and minutes for meetings held by the County's authorities must be forwarded by the authorities to the Chief Executive and County Council; and

WHEREAS, as currently drafted, §5-203.04 does not create any specific timeliness requirement for the submission of these copies; and

WHEREAS, it is the desire of Allegheny County Council to create such a timeliness requirement;

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1.

The Allegheny County Code of Ordinances, Division 1, entitled "Administrative Code," §5-203.04, entitled "Authority meetings, agendas, and minutes," is hereby amended as follows:


§5-203.04. Authority Meetings, Agendas and Minutes

Notices of Authority meetings and minutes of meetings and any existing agendas for those meetings shall be sent to the County Executive and County Council no less than five (5) business days before the scheduled date of the meeting. Copies of any minutes of meetings shall be forwarded to the County Executive and County Council no less than five (5) business days after they are finalized and in the possession of the Authority. Copies of agendas, when published, and financial statements when requested by County Council shall also be provided within ten (10) business days of the request. The appropriate documents are subject to review or audit for the County Controller when authorized by law.


SECTION 2 . Severability.

If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered s...
