This Certificate of Achievement is awarded to Mr. Justin Welch in recognition of his attainment of the prestigious rank of Eagle Scout, scouting's most distinguished honor. This Council commends Mr. Welch's diligence and skill: two traits he has displayed throughout his scouting career, his growth as a troop leader, and his dedication to our community. For his Eagle Scout project, Mr. Welch established a reading garden for the North Versailles Public Library. The reading garden has two octagon-shaped tables with large umbrellas, a raised flower bed and two chairs, wooden fencing on its sides and a bench in front of an approximately 15-foot high white pine tree as a centerpiece. Visitors with a library card will be able to access the library's Wi-Fi service in the garden. The site was dedicated in memory of Justin's father, Brian Richard Welch, who passed away on July 26, 2010. Throughout his participation in the Boy Scouts, Mr. Welch has set a high standard of commitment and fervor that the youth of our great county may follow. He serves as an inspiration to this Council and to the citizens of Allegheny County.
