Proclamation honoring the 35th anniversary of Shuman Juvenile Detention Center.

WHEREAS, juvenile detention centers provide services to troubled youths, believing these children can be directed to become responsible adults and positive role models; and
WHEREAS, Shuman Juvenile Detention Center was established in Allegheny County in 1974 to provide for children safe and secure custody and promotion of a healthy and positive lifestyle; and
WHEREAS, the center intakes an average of 3,100 youths each year with an average length of stay of about 11 days; and
WHEREAS, by combining elements of custody and treatment, the treatment center promotes security and rehabilitation for the youths who are admitted; these key elements will help children develop a healthy sense of society so they may return to it as mature, responsible citizens; and
WHEREAS, the efforts of Shuman Juvenile Detention Center have benefitted Allegheny County by treating the troubled youth and by protecting our citizens;
NOW, THEREFORE BE IT RESOLVED that Allegheny County Council, on behalf of Allegheny County, hereby recognizes the 35th anniversary of the Shuman Juvenile Detention Center. The center's efforts have protected County residents and have saved the lives of many of our youths. We commend the center for their perpetual efforts and wish them the best of luck in all their future endeavors.
