Proclamation honoring former Upper St. Clair Township Commissioner Robert W. "Bill" Bates for his dedicated years of service to the Upper St. Clair community.

WHEREAS, Robert W. “Bill” Bates served as a member of the Upper St. Clair Board of Commissioners at Large from 1994-1997 and from 2000-2007, and also served as Board Vice-President from 1996-1997 and 2006-2007; and
WHEREAS, Mr. Bates served in many capacities while on the Board of Commissioners, including Chair of the Public Safety, Public Works, and Parks & Recreation Committees, as well as member of the Community Development and Budget & Finance Committees; and
WHEREAS, Mr. Bates fostered a cooperative spirit between the Township and the USCVFD, aiding the VFD in acquiring a state-of-the-art fire station and helping the VFD to grow to an astonishing 50 volunteers; and
WHEREAS, Mr. Bates gave tirelessly to many other local and regional organizations, including the Upper St. Clair Athletic Association, the Tri-Community South EMS Station, the Regional Environmental Education Center, the Abbeyville Road Connector, and the Upper St. Clair Fields Committee; and
WHEREAS, in addition to his professional efforts, Mr. Bates dressed as Santa Claus and made an annual trek throughout the Township on a fire engine at Christmas time, much to the enjoyment of his community; and
WHEREAS, most importantly, Mr. Bates has touched every individual who he has come across with his good humor and cheer;
NOW, THEREFORE BE IT RESOLVED, Allegheny County Council is honored to recognized Bill Bates, an individual who set a standard for decency, caring, and goodwill that made him not only an excellent commissioner, but that make him an outstanding person and an inspiration to the members of this Council.
