Motion to explore the feasibility of presenting the legislative process to the citizenry of Allegheny County by televising each regularly scheduled full County Council meeting with provisions for the equipment, budgeting, production, editing and viewing access.

WHEREAS, the ability for open and accessible government begins with the County Council bringing government to the citizens of Allegheny County.
WHEREAS, recognizing that every form of government in the United States (Federal, State, City & Local government) televise their meetings as a service to the taxpayers.
WHEREAS, as elected officials an obligation exists to vigorously explore and implement a system of televising regularly schedule full Council meetings as benefit and extension of public service.
WHEREAS, the new home rule government should look for opportunist and avenues to conduct it's business in an environment that promotes interaction, agreement and scrutiny as to offer a difference from the past way's of Allegheny County Government.
WHEREAS, a bipartisan effort and spirit should exist among members to vigorously pursue all options in the process of this issue with the citizens of Allegheny County as the benefactors.
NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,
That the Council of Allegheny County will hereby explore the feasibility of presenting the legislative process to the citizenry of Allegheny County by televising each regularly scheduled full County Council meeting with provisions for the equipment, budgeting, production, editing and viewing/access, with the following considerations:
Capital expenditure consideration and options.
Volunteer operation of said equipment by students of interested citizens
Production work by students of interested citizens
Viewing by local cable companies via cable access channels.
Coordinating input with, where possible and reasonable, any private, civic or public entity
