Motion Expressing the Sense of Council of Allegheny County encouraging the State Legislature to introduce and enact legislation that would extend the application deadline for the County’s Homestead Exemption to April 30, 2003; and further encouraging the introduction and enactment of legislation that would provide any local government with the ability to set their own application deadline date.

WHEREAS, County Council enacted a Homestead Exemption provision last year to assist all residential taxpayers by providing some tax relief from the countywide reassessment; and
WHEREAS, the deadline to apply for the Homestead Exemption is Saturday, March 1, 2003, leaving little time for homeowners who are qualified to apply; and
WHEREAS, extending the application deadline to April 30, 2003 would give taxpayers more time to apply and would ensure all eligible taxpayers the opportunity to participate in the Homestead Exemption; and
WHEREAS, the April 30th deadline would coincide with the Allegheny County tax payment deadline, combining all 2003 county tax issues; and
WHEREAS, local governments wishing to assist their taxpayers with a Homestead Exemption should have the ability to establish an application deadline of their choosing.
NOW THEREFORE, IT IS MOVED, AND IT IS THE SENSE OF THE COUNCIL OF ALLEGHENY COUNTY,
That this Council hereby does encourage the State Legislature to introduce and enact legislation that would extend the application deadline for the County’s Homestead Exemption to April 30, 2003; and further encourages the introduction and enactment of legislation that would provide any local government with the ability to set their own application deadline date.
