An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, amending and supplementing the Allegheny County Code of Ordinances, Division 2, entitled "County Government Operations," by adding a new Section 230-6, entitled "Backup 911 Call Center," requiring the continuous maintenance of a live backup 911 call center that can be rendered fully functional within minutes of a significant or catastrophic failure at the County's primary 911 call center.

Whereas, the County of Allegheny has developed a plan and implemented a county-wide 911 emergency communication system (911 system) in accordance with the Pennsylvania Public Safety Emergency Telephone Act (the Act), and
Whereas, the County's 911 Plan currently calls for the operation of a single primary 9-1-1 call center and a single backup center, both of which are located within the City of Pittsburgh; and
Whereas, it does not appear that the County's backup center can be rendered functional on a timetable of even a few hours; and
Whereas, recent events have demonstrated that a backup 911 system may be needed on a timetable as short as several minutes; and
Whereas, there are already several functional 911 call centers within the County, one or more of which could potentially be used as a live, "quick launch" backup 911 center;
The Council of the County of Allegheny hereby enacts as follows:
Section 1. Live Backup 911 Call Center
Chapter 230 of the Allegheny County Code of Ordinances, entitled "Emergency Communications Systems," is hereby amended by the addition of a new §230-6, as follows:
§230-6. Backup 911 Call Center.
No later than February 1, 2007, Allegheny County shall, as part of its emergency communications system, select and maintain a live backup 911 call center that can be rendered fully functional within minutes of a significant or catastrophic failure at the County's primary 911 call center.
