Proclamation recognizing Mr. Stanley Lowe for his efforts in economic development and sustainability for Allegheny County and the region.

WHEREAS, Mr. Stanley Lowe, long-time resident of Pittsburgh's North Side and expert in community organization, served as Chief Executive Officer of the Manchester Citizens Corporation in the 1970's, where he transformed the dilapidated low income neighborhood of Manchester into a respected historic community; and
WHEREAS, under Mr. Lowe's leadership, through education and perseverance, he was able to discover a practical and effective way not only to preserve the historic buildings in the North Side but also to restore them to their original condition. Today, the restored neighborhood serves as a national model for other communities; and
WHEREAS, currently Mr. Lowe is the Vice President for the National Trust for Historic Preservation's Department of Community Revitalization located in Washington, D.C. In this role, Mr. Lowe provides comprehensive community revitalization services, information, and financial resources to individuals, organizations, and communities seeking to revitalize commercial districts, housing, neighborhoods, and buildings; and
WHEREAS, the National Trust Community Investment Corporation (NTCIC) makes equity investments in real estate projects that qualify for federal and state historic tax credits and Mr. Lowe was elected to the National Trust's Board in 1992, is a founding member of the NTCIC Board and is an Advisor Emeritus of the National Trust (1984-1992); and
WHEREAS, Mr. Lowe also served as Director of the Preservation Loan Fund for the Pittsburgh History and Landmarks Foundation, Director of Neighborhoods and Planning Policy under Mayor Tom Murphy, and as Executive Director of the Housing Authority of Pittsburgh.
