This Certificate of Recognition is presented to Ms. Joan Winters upon the momentous occasion of her retirement on December 31, 2014, after 13 years of dedicated service to the Borough of Port Vue. Ms. Winters began her service on January 1, 2001 as the Borough Manager and Secretary/Treasurer for the Borough of Port Vue. She has been an active participant in the borough's many functions, projects, growth and development; she is a true advocate for the community. This Council does hereby recognize Ms. Joan Winters for her contributions to the enhancement of the wellbeing of the citizens of Port Vue Borough. Ms. Winters acted always in the best interests of the residents of Port Vue, and her unwavering commitment to meeting the needs of the Borough of Port Vue, serves as an exemplary model of leadership. This Council thanks Ms. Joan Winters for her years of service and wishes her well as she moves into the future.
