Resolution authorizing the County of Allegheny Public Works Department to sell excess recycled asphalt pavement material to the Panhandle Trail Association to extend the County-owned Panhandle Trail into Washington County.

WHEREAS, the County of Allegheny acquired a portion of the corridor of the former Panhandle Division of the Pennsylvania Railroad within Allegheny County from Consolidated Railroad Corporation on April 27, 1999 for developing the Panhandle Trail as a recreational rail-trail (Project No. ZTCC-9501), and
WHEREAS, the Panhandle Trail Association, a non-profit corporation, has been assisting the County of Allegheny in developing, administering and operating the Panhandle Trail, and
WHEREAS, the County of Washington, Borough of McDonald and Townships of Cecil, Robinson and Mt. Pleasant have agreed to cooperatively extend the Panhandle Trail into Washington County, and
WHEREAS, the County Council of Allegheny deems it advisable to extend the Panhandle Trail into Washington County toward Weirton, WV as a regional trail for use by residents of both Allegheny County and Washington County; and
WHEREAS, Allegheny County Public Works Department, under a Public-Private Partnership Agreement with the Montour Trail Council dated December 13, 1993, has provided excess Recycled Asphalt Pavement (RAP) material for the various local municipalities to install on the Panhandle Trail within Allegheny County, and
WHEREAS, Panhandle Trail Association seeks to purchase additional excess RAP material for the municipalities to extend the Panhandle Trail into Washington County, and
WHEREAS, the County Council of Allegheny County deems it advisable to sell RAP material to the Panhandle Trail Association for said project.
The Council of the County of Allegheny hereby enacts as follows:
