WHEREAS, Whitehall Borough Chief of Police J. William Schmitt retired on March 31, 2005, completing a career that spanned nearly 47 years, a tenure that has been marked with distinction from the day he joined the Department on July 9, 1958 through his promotions to sergeant in 1970 and Chief in 1974; and

WHEREAS, Chief Schmitt's capabilities and dedication to his community have repeatedly been relied upon and recognized by his colleagues, as shown by his two terms as President of the Boroughs & Townships Police Association and tenure as Director of the South Hills Drug Task Force; and

WHEREAS, Chief Schmitt's accomplishments are many and varied, and include forming the Whitehall Emergency Medical Service, conceiving of organ donor notations on driver's licenses, creating the first accident reconstruction investigation team in the County, making Whitehall's state of the art police building a reality, instituting the D.A.R.E. program in the Baldwin School District, and updating technology in use throughout the Department so that his officers would have the best available law enforcement tools; and

WHEREAS, through his exemplary commitment to public safety, Chief Schmitt has been honored by national law enforcement entities such as the Federal Bureau of Investigation and the United States Secret Service and has been largely responsible for Whitehall Borough's designation as one of the "200 Safest Places in America" and among the "Most Livable Communities" in the region;

NOW, THEREFORE BE IT RESOLVED, that the Allegheny County Council does hereby recognize Chief J. William Schmitt for his impact on this community and its citizens; his skill in administering his Department has only been surpassed by his devotion to the residents of Whitehall.
