TITLE
An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, amending Part 2, Article 203, § 5-203.02 of the Administrative Code to provide that, unless otherwise required by law, all appointments to County authorities expire at the end of the appointee's term.

BODY
WHEREAS, § 5-203.01 of the Administrative Code recognizes eleven authorities as being created singularly or jointly by Allegheny County, including the Sports & Exhibition Authority, the Port Authority, the Redevelopment Authority, the Industrial Development Authority, the Residential Finance Authority, the Authority for Improvements in Municipalities, the Hospital Development Authority, the Higher Education Building Authority, the Housing Authority, the Sanitary Authority, and the Airport Authority; and

WHEREAS, Article 203 addresses appointments, operations, meetings, agendas, and minutes of County authorities but does not address terms of appointments;

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1.

Article 203, § 5-203.02 of the Administrative Code is amended as follows:

§ 5-203.02. Appointments to County authorities.

Unless otherwise provided by law, or the Charter, the Chief Executive shall make all appointments to the governing board of all Authorities created singularly or jointly by the County. Such appointments shall expire at the end of the appointee's term unless otherwise provided by law. All appointments to the governing board of such Authorities made by the Chief Executive shall be made with the consent of a majority of the seated members of County Council. In the event that County Council does not confirm or reject an appointment within 45 days of receipt at the first regularly scheduled meeting of County Council, the appointment shall be effective as though County Council confirmed it.
