A Resolution of the County of Allegheny amending the 2000 Capital Budget for Allegheny County.

Whereas, the County has adopted a Capital Budget for the fiscal year beginning
January 1, 2000 and ending December 31, 2000; and
Whereas, at the request of the County's Department of Budget and Finance, County
Council desires to amend the 2000 Capital Budget.
The Council of the County of Allegheny hereby resolves as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.
SECTION 2. Approval of Capital Budget Amendment.
The County Council of Allegheny County approves the amendment to the Allegheny County 2000 Capital Budget as set forth in Attachment “A” hereto by reducing the appropriation established for the project entitled “Jail Fence Project” by $125,000 and establishing an appropriation for a new project entitled “Jail Chiller Repairs” in the amount of $125,000. Funding for the new project will be provided by the County as set forth in Attachment “A”.
SECTION 3. Line Item Detail Amendment.
The line item detail of the appropriations previously approved by Council shall be amended
as reflected in Attachment “A” hereto, the provisions of which are incorporated herein by reference.
SECTION 4. Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
SECTION 5. Repealer. Any resolution or ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.

Summary:
The Jail Warden has concluded that repairs to the Jail's chiller plant are of a more immediate priority than the Fence Project, which was a previous amendment to the 2000 Capital Budget but has yet to be undertaken. As a result, Allegheny County wishes to utilize the bond funds from this project to establish a new project to provide stop gap repairs to the chiller plant while design of a new chiller system is underway.
SUMMARY OF LEGISLATION
The attached legislation will amend the 2000 Capital Budget. The Jail Warden has concluded that repairs to the Jail's chiller plant are of a more immediate priority than the Fence Project, which was a previous amendment to the 2000 Capital Budget but has yet to be undertaken.
