A Resolution of the County of Allegheny amending the 2005 Capital Budget for Allegheny County.

Whereas, the County has adopted a Capital Budget for the fiscal year beginning
January 1, 2005 and ending December 31, 2005; and
Whereas, at the request of the County's Department of Budget and Finance, County
Council desires to amend the 2005 Capital Budget.
The Council of the County of Allegheny hereby resolves as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.
SECTION 2. Approval of Capital Budget Amendment.
The County Council of Allegheny County approves the amendment to the Allegheny County 2005 Capital Budget as set forth in Attachment “A” hereto by reducing the appropriations established for the projects entitled “Boyce Park Ski Slope Water Supply” and “North Park Ice Skating Rink Rehabilitation” and establishing an appropriation for a new project entitled “Jail Maintenance Projects” in the amount of $650,000.00. Funding for the new project will be provided by the County as set forth in Attachment “A”.
SECTION 3. Line Item Detail Amendment.
The line item detail of the appropriations previously approved by Council shall be amended as reflected in Attachment “A” hereto, the provisions of which are incorporated herein by reference.
SECTION 4. Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
SECTION 5. Repealer. Any resolution or ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.

Summary:
The County Parks Department has decided that the 'Boyce Park Ski Slope Water Supply Project' should be put on hold until full funding can be obtain from 'Other Financing Sources' not involving County Bond funds. In addition, a consultant for the Department of Public Works has concluded and the County Parks Department has agreed that a complete rehabilitation of the 'North Park Ice Deck' is not necessary and that problems can be solved by laying down a special paint below the ice surface. As a result, Allegheny County wishes to utilize the bond funds from these two projects to establish a new project to correct maintenance deficiencies at the County Jail, including but not limited to: refurbishment of the kitchen floor; repair of the fifth floor leaking roof; and repair of leaking shower stalls within various pods at the Jail.
