Proclamation recognizing and commending State Trooper James Boyd and Port Authority Detective Sergeant William Wagner for their bravery and skill in successfully rescuing a young woman from a life threatening situation.

WHEREAS, on May 16, 2005, State Trooper James Boyd was on patrol, driving across the Smithfield Street Bridge in Pittsburgh; and
WHEREAS, Trooper Boyd noticed a young woman sitting on the bridge railing, with a friend holding her leg in an apparent attempt to prevent her from jumping from the bridge; and
WHEREAS, as Trooper Boyd stopped his vehicle and walked toward the woman in an effort to render assistance, she swung both legs over the railing of the bridge and stood on the outside of the railing, apparently about to jump; and
WHEREAS, Trooper Boyd immediately ascertained her intent and began running towards her in an effort to stop her; and
WHEREAS, the woman leaped as Trooper Boyd reached her, and he exhibited profound selflessness by endangering his own safety to catch her in mid-air, which enabled him to pull her to safety with the assistance of Port Authority Detective Sergeant William Wagner, despite her attempts at shaking free from the officers' grasp; and
WHEREAS, Trooper Boyd and Detective Sergeant Wagner exhibited exceptional bravery and professionalism in the best tradition of the Pennsylvania State Police and the Allegheny County Port Authority Police, while each man simultaneously personified selflessness, commitment, and the highest of humanitarian ideals;
NOW, THEREFORE BE IT RESOLVED, that the Allegheny County Council does hereby recognize Trooper James Boyd and Detective Sergeant William Wagner for their dedication to their community and its citizens; their bravery and skill in successfully rescuing the young woman are only surpassed by their devotion to preserving human life.
