WHEREAS, sudden cardiac arrest causes the heart to stop pumping blood effectively resulting in individuals collapsing, losing consciousness, and, often death; over 250,000 Americans die of sudden cardiac arrest each year, nearly one death every two minutes; and

WHEREAS, survival of individuals who have sudden cardiac arrest is increased if there is early access to care, early cardiopulmonary resuscitation, early defibrillation, and early advanced cardiac life support (if needed); delivering an electrical shock to the heart (defibrillation) is recognized as the most critical step in restoring cardiac rhythm and resuscitating a victim; and

WHEREAS, an automated external defibrillator (AED) is a device that analyzes the heart's rhythm for any abnormalities and directs the rescuer to deliver an electric shock to the victim to help reestablish an effective rhythm of its own, greatly increasing the chances of survival for victims of sudden cardiac arrest; and

WHEREAS, Pittsburgh United for Life-Saving Emergencies (P.U.L.S.E.) is a program to deploy Automated External Defibrillators (AEDs) in public places in partnership with public and private businesses and non-profit organizations; in addition to an AED and its accessories, P.U.L.S.E. also provides training and maintenance of the AEDs;

WHEREAS, in return for the donation of the AEDs, the County is responsible for: mounting the AED in an accessible place with signs and identification stickers in entryways to notify occupants and passersby of its location; replace the electrode sets and batteries on a scheduled basis; obtain CPR/AED certification for ten people with three months; sponsor CPR/AED awareness trainin...
