Motion of The Council of Allegheny County pulling Bill No. 4348-08, calling upon the Allegheny County Manager to perform, beginning immediately, a study to determine what mineral rights Allegheny County owns on any parcels within the County and the feasibility and economic value of conveying those mineral rights to other parties for development, from committee for an immediate final vote.

WHEREAS, Bill No. 4348-08, calling upon the Allegheny County Manager to perform, beginning immediately, a study to determine what mineral rights Allegheny County owns on any parcels within the County and the feasibility and economic value of conveying those mineral rights to other parties for development, was introduced and referred to the Committee on Government Reform on September 23, 2008, or 280 days prior to the introduction of this motion; and
WHEREAS, Bill No. 4348-08 has been placed on the Committee's agenda for discussion only once (on October 2, 2008), and it has not yet been released for a final vote by the full Council; and
WHEREAS, the Rules of Allegheny County Council, Article IV, Section B.1., allow for bills to be pulled from committee by the vote of a simple majority if such motion is made after sixty (60) days from the date of the first reading of the bill;
NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,
That this Council hereby pulls Bill No. 4348-08 from the Committee on Government Reform and authorizes an immediate final vote on the bill.
