A Resolution of the County of Allegheny amending the 2014 Capital Budget for Allegheny County.

Whereas, the County has adopted a Capital Budget for the fiscal year beginning
January 1, 2014 and ending December 31, 2014; and

Whereas, the Allegheny County Administrative Code section 801.08 allows County Council by resolution to amend the annual capital budget in accordance with the five year capital improvement plan at any time during the fiscal if the capital budget be balanced; and

Whereas, the 2014 Capital Budget will remain in balance if the amendments set forth in Attachment “A” are approved;

The Council of the County of Allegheny hereby resolves as follows:


SECTION 1. Incorporation of Preamble.

The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.

SECTION 2. Approval of Capital Budget Amendment.

The County Council of Allegheny County approves the amendment to the Allegheny County 2014 Capital Budget as set forth in Attachment “A” hereto by reducing the appropriation established for the project entitled “In House Capital Construction” from $875,000 to $850,000, and by establishing an appropriation for a new project entitled “Feasibility Studies, Shuman Center” in the amount of $25,000. Funding for these projects is set forth in Attachment “A.” No increase in County bond funds will be required and the overall total of the 2014 Capital Budget will remain unchanged.

SECTION 3. Line Item Detail Amendment.

The line item detail of the appropriations previously approved by Council shall be amended as reflected in Attachment “A” hereto, the provisions of which are incorporated herein by reference.

SECTION 4. Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
