Proclamation honoring in memoriam Delphina Bray Briscoe for her many years of service to the Pittsburgh Public Schools.

WHEREAS, Dr. Delphina Bray Briscoe, longtime Pittsburgh educator and community figure, passed away from this life on Saturday, February 1, 2014; and

WHEREAS, Dr. Briscoe, a longtime member of the Alpha Kappa Alpha sorority, received a master’s degree in education from Duquesne University in 1963 and a doctorate of philosophy from the University of Pittsburgh in 1975; and

WHEREAS, Dr. Briscoe began her career in education in 1959 as an elementary school teacher; she served as a Supervisory Instructional Specialist, in the Pittsburgh Middle Schools Department from 1979 to 1984 and as Principal of Milliones Middle School from 1984 to 1997. She also served as the Regional Assistant Superintendent of the North-Central Region providing leadership to the elementary, middle and secondary schools in 1998 and as a consultant, directing and implementing the North-Central Redistricting plan in 1999. From 2002 to 2004, she served as the executive director of the elementary schools for Pittsburgh Public Schools, directing and coordinating numerous elementary school principals; and

WHEREAS, in 1997, Dr. Briscoe was elected as the first woman and first African American president of Gateway to the Arts, a program that funds art programs in Pittsburgh Public Schools; and

WHEREAS, Dr. Briscoe provided 24 years of dedicated service to the Pittsburgh Public Schools until her retirement in 2004; and

WHEREAS, Dr. Briscoe will be remembered for her compassionate guidance and leadership and for devoting her time and energy to numerous organizations and countless children;

NOW, THEREFORE, BE IT RESOLVED, that Allegheny County Council does hereby honor in memoriam Dr. Delphina B. Briscoe for her dedication to ensuring children had the opportunity to receive an outstanding, comprehensive education. Dr. Briscoe’s legacy of serving others is an inspi...
