This Certificate of Recognition is awarded to Lincoln Borough Police Officers Michael Mihal, Matthew Bissell, and David Barnett. On February 27, 2014, Officer Mihal responded to a call of an unconscious male with difficulty breathing passed out in a vehicle. A second call reported that the male had stopped breathing. Officer Mihal, assisted by Officer Bissell, determined that the man was suffering from a drug-induced overdose and immediately began life saving CPR. During this time, Officer Barnett assisted by directing the Elizabeth Township Ambulance Service to the correct location of the incident. The officers continued with CPR until the paramedics and Advanced Life Saving medicine and equipment arrived on the scene. They also provided the medical team with information including the facts involving the heroin overdose. Without the efforts of these officers, the individual's survival would have been unlikely. Officers Mihal, Bissell and Barnett demonstrated exceptional bravery and professionalism, while each man simultaneously personified selflessness, commitment, and the highest of humanitarian ideals. We recognize Officers Mihal, Bissell and Barnett for their dedication to their community and its citizens and for helping improve the lives of countless individuals and families, literally saving a life in this case. For these achievements, Council bestows its highest commendation upon Officers Mihal, Bissell and Barnett, and expresses its sincerest gratitude for their service.
