Authorizing the hiring of legal counsel in order to conduct an independent legal review and analysis of the proposed lease of the County's interests in the oil, natural gas and other hydrocarbons from all formations deeper than six hundred and fifty feet (650') above the Tully Formation underlying Deer Lakes Park.
WHEREAS, the Chief Executive has introduced Bill No. 8182-14, an ordinance authorizing the leasing of the County's interests in the oil, natural gas and other hydrocarbons from all formations deeper than six hundred and fifty feet (650') above the Tully Formation underlying Deer Lakes Park; and
WHEREAS, the proposed lease that would be authorized by Bill No. 8182-14 is approximately 80 pages in length, and deals with a specialized area of the law, namely oil and gas leasing; and
WHEREAS, it is the judgment of Council it is desirable to hire independent legal counsel versed in this specialized area of law to provide legal advice to Council as it undertakes its deliberations on Bill No. 8182-14;
NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,
That the Council is hereby authorized to hire legal counsel in order to conduct an independent review of the proposed lease of the County's interests in the oil, natural gas and other hydrocarbons from all formations deeper than six hundred and fifty feet (650') above the Tully Formation underlying Deer Lakes Park. Such counsel is to be chosen jointly by the Members of Council voting in favor of this Motion at a cost not to exceed four thousand dollars ($4,000.00), with such selection to be completed no later than April 15, 2015.
